Chief Procurement Officer Claudia S. Acfalle has renewed the full delegation of procurement authority granted to Port Authority of Guam General Manager Rory J. Respicio to serve as a purchasing agency pursuant to the Guam Administration Rules and Regulations and 5GCA Chapter 5 of the Guam Procurement Law.
After 14 years of losing its right to procure goods and services on its own, the Port Authority of Guam in September of 2020 was granted full delegation of procurement authority as allowed by Guam laws which has renewed every year since. In the latest reporting year, Fiscal Year (FY) 2022, the Port processed the following:
- 698 requisitions;
- 831 purchase orders;
- ssued fifteen (15) and awarded thirteen (13) Invitation for Bids (IFB) (small purchases);
- issued nine (9) and awarded seven (7) IFBs for construction & materials & supplies with the remaining two open; and
- issued five (5) Requests for Proposals (RFP) for professional services, two (2) of which were rejected, one (1) awarded and two (2) open.
For FY 2023, Procurement staff is currently processing 75 requisitions for goods services, and 3 IFB small purchases.

Acfalle so that we may be able to perform this function independently. We welcome this renewal of full delegation of procurement authority as we are in the midst of procuring critical goods and services in connection with the Port’s Modernization Program.”
