After serving under the Leon Guerrero and Tenorio Administration for the last three years, Deputy General Manager Luis Baza announced his retirement from the Government of Guam after 49 years of outstanding contributions he has made to the public and private sectors in human resource management.
Mr. Baza started his government career as a Clerk I at the Guam Memorial Hospital (GMH) in 1973 and eventually worked his way up to Personnel Specialist I in 1982. He then moved to the Civil Service Commission (CSC) as a Personnel Management Analyst (PMA) I in March 1985 and in a period of 5 years, earned promotions to the positions of PMA II and PMA III.
In 1992, Mr. Baza returned to GMH as a Personnel Specialist IV until March 1994 when he returned to CSC and advanced to Personnel Administrator. Known for his steadfast service, outstanding leadership, and unparalleled command over personnel operations, Mr. Baza was appointed to serve as Executive Director of the CSC. Having exemplified thirtyone (31) years of faithful service to the Government of Guam, Mr. Baza retired from his position as Executive Director of CSC in 2002.
Despite his retirement from government service, Mr. Baza continued to serve the people of Guam through his work in the private sector. In 2003, he served in the position of Human Resources and Labor Relations Manager for Lufthansa Service Guam (LSG) and Saipan Inc. While holding this position at LSG, Mr. Baza was appointed by former Governor Felix P. Camacho to serve as the CSC Chairman, the highest office in the commission, for a six year term. His impartial conduct and exceptional leadership resulted in his immediate reappointment by Governor Camacho for an additional six (6) year term in February 2010.
In December 2015, Mr. Baza retired from the Civil Service Commission and in September 2018 was appointed to sit as a member of the Civil Service Board of Commission until December of 2019 when he was appointed by Governor Lou Leon Guerrero to the position of Deputy General Manager of Administration and Finance for the Port Authority of Guam. Since then Mr. Baza has reinstated and implemented numerous training programs for the Port Authority, has worked hand in hand with General Manager Rory J. Respicio and Deputy General Manager Dominic Muna on the Port’s masterplan updates and has been instrumental in addressing employee working conditions, building team spirit and employee morale.
